Could/should Green Day be in the Soul Music Hall of Fame? Should Black Sabbath be in the Rhythm and Blues Hall of Fame? Should NWA be in the Country Music Hall of Fame?

OK, I'll play.
Elements of Soul, R&B and Country (among other genres) are generally accepted in the mish-mash definition of rock and roll. The RRHOF has exhibits of Gospel, Blues, R&B, Folk, Country and Bluegrass in the "roots of rock and roll" section.
So, I suppose the answer to your questions would be that given the standards set, rock and roll is much more inclusive than exclusive.

Did Deep Purple drop off the list? They almost made it last year didn't they?
I don't think anyone falls off the list like with baseball hall of fame. Purple just didn't get nominated by their exclusive panel this year.

FYI - with Keef, Waddy was an Expensive Wino. I think the New Barbarians were Ron Woods' band (Richards was involved) - was Waddy in that also?

Stevie Ray will get in, as will NWA. Lou Reed will. Butterfield , maybe. Green Day, maybe. If not now, then certainly later. Joan Jett probably later.

Deep Purple is one of the great classic rock bands, It's a travesty that they are still shunned by the so-called Rock & Roll HOF, While multiple other "pop" & "disco" bands have been inducted, The one hit wonders and lesser acts that have received the blessing from the musically handicapped panel while these gents have been scorned is ridiculous.
I only saw the band on their Perfect Strangers tour, but love the music they've given us. It's not just the radio friendly hit songs like Smoke On The Water, Hush, & Strange Kind Of Woman, They've got some great stuff, Here's my top 20 other than the 3 mentioned.

These are just SOME of my fav's I've put on my Ipod & scanning thru the list it's just a sad reflection of the clowns making the calls as to who gets in the R&R HOF, It's embarrassing that Madonna and multiple others grace those halls, but the members of Deep Purple who have graced true R&R music fans with timeless material to enjoy and they've never gotten their due respect and now Jon's gone, Truly sad!

I would like to see Butterfield get in but am pessimistic. Same with Bill Withers
I don't listen to rap or like NWA, but they were fairly groundbreaking for what they did. My bet is that they will get in, also NIN and my guess Green Day (if they take 5)
Another vote for Little Feat.
I'd also vote for Chicago, especially if we could exclude the post Terry Kath version

It's criminal the Moody Blues, Little Feat, Tull, ELP, King Crimson, Deep Purple, Roxy Music, T Rex & Yes aren't in the HOF, which proves for the umpteenth time what a complete joke it is.

The RNRHOF is watered down. It needs to be more elite.

Sting? Really? powerful presence with the Police, big snore as a solo act. Gimme a break. Did Ringo get in as a solo artist?!
Deep Purple, to me, remains the glaring omission, though King Crimson looms just as large. Those two bands were/ are SO influential and made marks on the music scene in multiple decades in ways that some of these other bands simply did not.
Lou Reed, NIN, and NWA are all considered "alternatively correct" so they will be in. I don't begrudge any of them, either, but King Crimson matters just as much....

Just curious if anyone knows if their is a criteria that a band/musiciains needs to have met before they can become a nominee?

Then you get nominated by a committee headed up by Jann Wenner & Jon Landau.
