Why couldn't people receive a paper ballot and mail it back to the IRS or some other official agency that can handle large volumes of paper and not lose them. The mail in ballots could come with a small peel back ink square and people use the ink pad Square to put their thumb print on their return as ballot and signing it AND receiving an acknowledgement that their ballot was received.
Illegal immigrants walk if you don't pay taxes you do not get a ballot to vote.
Sure it will take longer to tabulate but it could be accurate.
Maybe each state's tax service could handle it and send the numbers to the feds.
