Six Year Old Special Needs Child Arrested at School

The child was kicking and punching people so they called the police and arrested her in Orlando. The child can be heard thru crying, 'what are those for?", the cop tells her 'they are for you", the child says 'please do not handcuff me', then when he is putting her in the car she cries "please don't put me in the police car", and "please give me a second chance".
Should they have arrested her?
I think they should have taken her to an office, got a school social worker and had her wait with her while the child's parents were contacted. Then suspend the girl let her parent take her home. Get the parent in sessions with the social worker to find out what is going on at home making the child angry, and help change her behavior.
If the child came to school with a gun or a pipe bomb in their backpack, then they should be arrested, but in this case, separating her from other students and teachers should have been enough until the parent could pick her up and take her home.
