They need to hold back Barr's confirmation hearings until the government is open.
It seems like what certain segments want is for Mueller to find something that Trump did, and then Rosenstein can bring charges, and then they can start with impeachment proceedings and offer him the deal of step down Mr. President or we will throw you out and/or bring criminal charges against you. Trump now has seventeen lawyers to answer any Mueller questions.
