I thought all that got settled when the FBI released transcripts of their interviews with Sadamm.
He admitted that he was the one that started the whole "Iraq has wmds" rumor to bolst his reputation in the Middle East.

Bush knew. There was a long article in Vanity Fair magazine where he told admins what he wanted them to find. He wanted to go to Iraq to finish his Father's war and to continue on the road to the new world order which mandated destabilizing the middle east, and also taking the oil for foreign investors. Osama hated Saddam and offerred to launch a guerilla war to take him out of power. His generous offer was rejected by the Saudi regime. Their thinking was why do we need to be involved in it, let Bush do it. We still benefit and our hands do not get dirty.
