Well I got a report and JW says that this is the location some of those Dominion voting machines were going to be sent to be audited regarding our recent election.
Just coincidence?
Firstly, while it seems like a terror event, the people the US thinks of as terrorists like to have mass casualties when they do an event saying it is retaliation for all the people we have killed in other countries.
This event had a loudspeaker telling people to get out of the buildings. Maiming or killing people was not the goal.

The way the NSA thing works is that they partner with US telecom companies who partner with companies in other countries which allow the US companies access to the other countries telecom systems and that access then allows the US companies to bring data back and store it in NSA locations.
They spy on people in other countries and here too [The Patriot Act authorized spying on US citizens]. People didn't complain because they felt it would make them safer.
