My guess is that the Democratic thugs are simply more intelligent, are more aware of their criminal behavior, so they are more sophisticated and able to evade detection. Unlike Republican criminals, who are often so stupid and ignorant they don't even know they are breaking the law. So they blunder into legal trouble and get busted more often.

I believe most if not all know what they're doing is breaking the law - both Dems & Republicans. The allure of "free" money (other peoples' money) & what they can get out it is too hard for them to turn down. It's their drug of choice.
