But I think you know the answer to your question. It was about the message, not the messenger, and it needed to come from a veteran head of state and not Corey Booker or Al Franken, which probably would have distracted.
But again, I know the news you are used to watching concentrates on the presentation, but it's important to hear what people actually say.

Pick one. Any news network. The major networks tend to focus on presentation over content in an effort to appear objective. During the campaigns, they focus on the horse race not necessarily the message and how effective candidates' messages resonate with voters. It can be interesting, as political science, but it's not terribly informative. After Trum's speech, rather than commenting on the content, many of the TV news readers were quick to comment on how Trump looked more "Presidential" than ever just because he was able to speak without hyperventilating, even though he covered mostly the same broad material he has said for the past 18 months. I found the discussion irrelevant and endemic of why I don't really watch TV news networks. But, to the greater point, I found what the former Governor said more important than who was saying it (even though no one will remember a week from now).
