Besides, I live in New York state and despite what appears to be some effort at full legalization in our legislature and by Cuomo, New York is so dysfunctional and corrupt that it still could be years if ever that we see reform even if the feds allow it.
Much like what Trump is doing by making this statement, various New York state politicians are simply using the same rhetoric because it's a unanimously popular position, even if they have no intention to support it. I hate being a pessimist, but living in New York tends to make you that way... 🙁

Trump is no Conservative, neither was Bush Jr for that matter but he may be the only person with an R in his title that would push some kind of reform.
He probably should decriminalize it and let the states decide what they want to do on that level.
Eventually the states are going to break into blocs and manage themselves. California has revised it's desire to break into 3 separate states, and that issue will be on the ballot in November. They just want to manage their resources differently. Here in NY metro part of Long Island wanted to become a separate county, Peconic, the area with the wine vineyards on the north fork. They did not feel that Suffolk County represented them, (which is what is closest to them).
Putting people in prison for pot just seems stupid, but I am not saying legalize it, just decriminalize it. Give people a fine if they are caught.
