You are safer in any of those other places because the culture is different. The Latino culture and Spanish also is different than the one most of us see here in America. The people are more normal, they just want to live, have a wife and family and be happy. For the most part competition, vengeance are not part of their lives. Even our curse words, they have no translation in Spanish and no meaning in their culture. There are many other things also but suffice it to say, Spanish culture does not breed psychos and sociopaths. They're good peoples so you have less crime in those places. The drug cartels is another matter, but the average person is not involved with that.
Other things that came out in articles today included that the shooter in this case bought illuminated bullets (tracer rounds) that make it easier to hit targets in the dark. He bought 1,000 rounds of those bullets. He also bought tickets to a concert in Chicago that was to be held in the park and wanted his hotel room to have a view of Grant Park. The guy wanted to go and do mass shootings at concerts in different places.
This is not a random act, he planned, he spent months buying ammo and weapons. This is very disturbing.
