Interstate Driving - or 'what is with people?'

I have done a fair amount of driving on interstates, probably about as much as the average person my age.
It seems to me that the quantity of people driving too slow in the fast lane and/or passing lane has steadily increased as of late.
Is the far left lane even called the fast lane or passing lane anymore? What is taught anymore about this lane?
I am no speed demon, traffic permitting, I travel about 9 miles an hour over the posted limit, so if it is a 70mph zone, I set my cruise control at 79. I have passed State Highway Patrol cars that are sitting there using their radar guns without incident, going about 9 over the posted limit.
Having said that, I come up against slower cars in the left hand lane ALL THE TIME.
These travelers, it seems to me are:
-oblivious that there are other drivers on the road, lost in thought - a scary proposition for other drivers
-texting or talking on the phone and instinctively slow down to do so, in the left hand lane
-are convinced that whatever speed they are traveling is "good enough" for everyone else and by gosh, you can just go around if you don't like it.
-have always traveled in the left lane, regardless, and will do so everytime at whatever speed they happen to like.
You can attack me as the "speeder" if you want, but at 9 mph over the posted limit, trust me, I get passed by other drivers going much faster than that, all the time.
And for the record, if I see someone obviously going faster than me, coming up in my rear view mirror, I have zero problem getting over and letting them pass.
Maybe it boils down to a courtesy issue, as in - there is a decreasing amount of it on the road.
I just do not understand the mentality of driving slow in the left hand lane.

In Illinois it is against the law to be in the left lane on interstates unless you are passing someone..... not everybody seems to know the law.....................
