As to the original title, if Bill wanted to apologize to Monica, he could do it privately. The public really does not have the right to push him around and demand that he do it; and secondly she is the one that reportedly initiated things with him. She caused him quite a bit of trouble, but nobody asked her to apologize did they? Why not?
