Sometimes it really is technical troubles, but the govt. is practicing for something much worse called EarthEX2017 which is an exercise conducted on August to see what they (the govt) will need to do if the grid goes down for an extended amount of time. It could be from solar flares, debris from ateroids and other things up in space, an EMP or EMF attack from another country, it's a scary idea.
