50,000 arrests per year under Rudy Giuliana! That's sad. At least the country is slowly getting on board. Florida got robbed.

Let's not get crazy - ANY smoking dope in public will result in an arrest. This stops cops from doing a stop and frisk and arresting the person for small quantities of pot being on their person.
