You sho Nuff Ryte HEMLOCK,they call it (STATES RIGHTS).You have State Govt & Fed Govt.When the Problem becomes to Large for the State,the State can call in the Feds or the Feds can step in.Simple as that.If the Gov of the State in Question waits to long to call for Federal help don't Blame the Feds!10/4..sure Hope I type'd slow enough for this 2 be read Properly.....
