The Guard is not used to being called up in hours thats the active Army's job and they are and were ready, but there mission is not normally domestic. The Guard or Reserve requests must come from the Govenor or President.
The Guard and Reserve troops normally get a weeks notice if not more, there speed was swift. You have to give them atleast 24 hours notice they have families, need another day to process there pay, insurance forms, allotments etc. you have to get to the storage areas and pack what you need etc. Its different when you have years notice and practice have load plans etc.
