From what I read, Isis was formed from Iraqi intelligence. They merged with some al Qaida forces but their tactics were too brutal and far enough away from the regular Al Qaida that even they distanced themselves from them; however, two of Osama's sons are in Isis, including one that was supposed to be in that house in Abbottabad according to the 'official story' of Seal Team Six members, but let's not go there right now.

Not to be to technical but what allowed ISIS to move from being just another terrorist group to becoming a formidable military presence in Iraq and Syria were the military officers from the Iraqi army that Bush disbanded. This is what gave ISIS its military power.

The real funny thing is this. Wolf Blizter of all people nailed him with his own words. FROM 2007! And what is almost equally eye opening is Trump's assessment back then was pretty much correct.
