Mckesson is a pharmaceutical distribtor and not a manufacturer. Their customers are pharmacies like Walgreens and Walmart and Costco. Who is to blame in this kind of scenario?

In the scheme of things compsnies like McKesson are nothing but street corner dealers and the pharmacies are the hood urchins running nickel bags.
The real "dealers" are inextricably woven into corporate fabric of the military-industrial complex back through Afghanistan, Latin America, Vietnam, Nazi Germany, the Opium Wars, if by some miracle this problem was ripped out by the roots civilization as we know it would collapse.
