Just another Republican interested in making the rich richer and crapping all over the poor. I guess it will bring good jobs to the area. Hawking beer and peanuts is a great career move. Scott Walker signed the Milwaukee Bucks arena funding bill Wednesday morning at the Exposition Center at Wisconsin State Fair Park. The legislation commits $250 million in public money to the team's new arena over the next 20 years. The bill was passed by the Senate and Assembly last month on bipartisan votes. The governor, a 2016 Republican presidential candidate, had signaled that he was unlikely to use his partial veto power to carve up the legislation when he signs it. "It's critical not only for those who love sports, but the main reason I got into it was because it protected state revenues," Walker said recently. He's repeatedly cited the income taxes Wisconsin would lose if the team leaves the state, and he said it was about protecting the state's taxpayers. There are still details that need to be resolved at the local level in Milwaukee. The team needs to work out a land sale with Milwaukee County and get approval for the downtown arena from the Milwaukee Common Council. Bucks officials have said that the remaining pieces could be assembled in time for construction to start in the fall. Walker included $220 million in state borrowing for the arena in the budget he proposed in February. But his fellow Republicans who control the Legislature took the measure out of the budget and reworked the deal with some input from Democrats. The revised deal includes $250 million in contributions from the state, city and county of Milwaukee, and a special arena and entertainment district. Building the arena is expected to initially cost $500 million, with half coming from the public and half from the owners and former U.S. Sen. Herb Kohl, the team's previous owner. State, city and county residents will ultimately pay $400 million on the arena when accounting for $174 million in interest over 20 years, with any construction cost overruns and maintenance expenses being the responsibility of the team. Of the principal coming from taxpayers for the arena, $47 million would come from the City of Milwaukee providing a parking structure and tax incremental financing. The rest — $203 million — would come from: bonds issued by an arena and entertainment district and paid off by state taxpayers; a $4 million decrease in Milwaukee County's state aid over the next 20 years; and the increase of a ticket surcharge and the extension of existing local hotel room, rental car, and food and beverage taxes being collected by the Wisconsin Center District. Opponents have said the bill would benefit the team's already wealthy owners and would come as the state is cutting spending on infrastructure and the University of Wisconsin System.
