Need help interpreting Philly's new marijuana law

Marijuana has been decriminalized in the city of Philadelphia. Possession under an ounce of pot is only subject to a $25 ticket without any arrest. Great news!!!!

My question is, what does "possession" entail? What if you are caught during the transaction? If I'm the buyer, and a cop watches me hand over cash and receive a half ounce bag, does that fall under "possession", or is that a more serious offense?

What about having it in your car during a traffic stop? If there is no evidence that it has been smoked and I am completely sober, is possession in the car while driving the same as possession? Or is this a worse offense?

I can't find anything online that gets into the details of the law. Any help is greatly appreciated.

I'd love to hear from one of our resident attorneys on this.

Seems like having weed in your car = possession - same as having it in your house or in your pocket.

Caught in the act of purchasing - I'm guessing that other laws might be in play. Trafficking? Buying with intent to inhale? Who knows?

We're slowly making progress. I guess even vague laws that decriminalize to some extent are good.

In Florida, the amendment that would allow for medicinal pot DIDN'T WIN by enough. They say that it was defeated, but the PEOPLE voted 58.5% FOR it. That's 1 1/2 measly points away from a "super majority" required (by WHOM?) to amend a law.

I wish our governments would accept that we're adults and that we don't elect them to be our mommies, daddies and incarcerators.

Congratulations to Philadelphia on their new law.
