Some have said that our government is practicing for the implementation of martial law this summer in the southwest, in areas like Texas, Arizona, New Mexico, some of the same areas where they had those Jade Helm exercises. Now why would they need to practice that? Well now some people are saying IF the conventions do not go as the government wants them to go, there could be riots and then they would have to implement martial law.
Could they really do that? Apparently so, they passed legislation giving them the power to do so. [though is was not specifically written for the election process, it was originally designed for the problem that Isis poses, some say it can be used to quell dissent and anarchy on US soil also]. The "war powers†bill that allows President Obama nearly unlimited power to deploy the military anywhere in the world for any length of time – including on U.S. soil.

Fort Hood soldiers are also being taught by their superiors that Christians, Tea Party supporters and anti-abortion activists represent a radical terror threat, mirroring rhetoric backed by the Department of Homeland Security which frames “liberty lovers†as domestic extremists.
Why does our government practice for scenarios like this?

Sure they have to practice putting explosives under the hood or a school bus that is used to transport small children. And then when it happens for real, they can say, see we were right to practice for this scenario. If you read Rogue State by Conrad Blum you will get a different perspective.
