NOLA is NOLA. Half the city is below sea level or close to it. Another disaster waiting to happen.
Only 9 streets (the original French Quarter) remained unflooded after Katrina. When the French settled there the original engineer said something to the effect "that no one should build a city here; but if ou must that is the only relatively secure location."
