That is actually exactly what I thought when I saw the video, it was like the people moving up through the GA floor area after everyone has already been there for hours trying to squeeze in towards the front.

I think the implication could be that the less Estonia pays for their defense the more it puts the burden on other NATO members since an attack on Estonia is an attack on all so then if Estonia has less military assets on hand to respond the more the other nations have to pick up the slack. But that will always be the case to a point because several nations are always going to have more assets available than a country like Estonia.
I also think there is some confusion on how NATO funding works, confusion by our own President included. Having said that, multiple prior Presidents I believe have been encouraging NATO members to spend more on defense. This President is doing so in a more confrontational way.

I get the implication. The notion that the United States, who spends more money on defense than the next eight countries on the list combined, is somehow weakened because Slovenia only spent 1.8% of their GDP on defense, is flat out stupid.

It is a show of commitment, we are in this together. There really isn't much difference between 1.8% or 2.2%. But one is below the magical 2% and one is above. So Poland gets praise and Estonia gets anger.
The issue is not new, the forcefulness and delivery of the message is all that is new.
Their spending has been going up. Be that because of past US urging or threats in the region...at any rate all that can do more should.

These are terms NATO members agreed to. As Trump stated Americas fiscal health is such that members need to carry their fair share.
