The Mueller investigation will tell us alot, but I don't think it can tell us that and by memory of the hearings I believe that Comey and Brennan have also said they can't know the potential impact any meddling had.

You're correct, there is no way to know. And your correct that the biggest impact was to disenfranchise Bernie voters so that they would stay home and not vote for Hillary. In such a close election that henge on just a few votes in just a few states, it may have made the difference, but without interviewing every voter in America, it's all speculation.
That said, why isn't Trump punishing Russia for meddling? Congress overwelmingly voted to sanction Russia, and Trump has failed to follow through. For somebody who a very large portion of America think is colluding with Russia, his reluctance to follow through on Russian sanctions certainly seems suspicious. Russia clearly attacked America's democratic system, yet Trump and his supporters don't seem to care. Is it that because they liked the outcome, and because of that they don't care that someone tried to mess with our democratic system? I have a feeling that if Russia was trying to help Hillary we might seem a little more alarm from these same people.
And yes, the US has meddled with other countries elections in the past, and their is a lot of lingering anger and mistrust toward the US in some of these countries decades later and most politicians in those countries make an effort to not appear to be a puppet to the US. Yet here we are, with Trump saying over and over that he didn't collude with Russia, yet does nothing to deture Russia from doing it again.
