I searched "blues festival cedar rapids" and the most recent such event seems to have taken place in 2013.

It's on Tinsley's site. He was in NYC when I asked him about it. He said when he got off the road he'd check about it but he thought that it was a solid show.
I'll update when I hear from him. Just wanted to let people know well in advance. Sure wouldn't want you to buy a plane ticket that would become pointless. 
And yes, there is no rule that you must go through Indiana. 😉

To fly or drive, what should I do?
On the one hand if I drive, Rose can come.
If I fly, I may have to depend on shady characters to chauffeur me about.
On the plus side, I can't afford to fly Rose out, too. 😛

Sounds like a good plan though unrealistic. Got a feeling I'll be facing this problem for a lot of years to come.
