I was going to be judging the movie harshly because I would be comparing it to the books that take place after Return of the Jedi. I really liked the timeline that those books created.

Seriously, I'd rank A New Hope and Empire equally, for different reasons. Empireis the most cinematic and complex of the seven. The pure, visceral joy of A New Hope, for all of its faults, makes it a tie for me.
